Social Security

l     Prior to 19 November 2000

     Under the State Social Security Scheme :-

l   Coverage @Rs.150 of all destitute persons above 60 years or more ( above 50 years in case of women ) and destitute persons with disability above 14 years ( from BPL families even if not destitute if between 6 – 14 years and school  going ) : Beneficiaries currently total 3,32,090

      National Old Age Pension Scheme :-

l   Started from 2Oct.1995, covers all destitute persons above 65 years of age, with assistance @Rs.75 from Government of India and @Rs.75 from the State Government : Beneficiaries currently total 1,51,784

  

    ISY is both social security against helpless destitution; and, also encouragement  towards social and economic self-reliance for the beneficiaries. It targets those not covered by the Social Security Schemes as existing prior to 19th November, 2000

Scheme outline

l    Indira Sahara launched on 19th Nov.2000, ahead of the women’s empowerment year           2001-02

l    Social Security cover extended to the age group 18-50 under Indira Sahara.

l    Social Security Assistance is Rs. 150 p.m.

l    Identification by Gram Sabhas in rural areas

l    Programme decentralized and Assistance is sanctioned by Gram Panchayats and Urban Local Bodies

l    Eligibility for benefits : widow/divorcee/disability AND destitute with no means of income nor any one to look after

l    Payment made in Gram Sabhas or at the General Meeting of Gram Panchayats

l    Beneficiaries encouraged to form Self-Help Groups or join other SHGs in the village

l    Training and skill formation imparted to those joining SHGs

Assistance
Financial

l    Monthly financial assistance at present Rs.1.43 cr.

l    Annual outlay for current year is Rs.18 crores, expenditure last year was Rs. 16 crores

l    Self-Help Groups assisted through existing Rural Development and other micro-credit programmes

l    48 new SHGs of beneficiaries formed so far

l    Co-option of  beneficiaries in existing 28000 SHGs also started

l    Indira Mahila Kosh created at State level for Self-Help Groups would assist beneficiaries of Indira Sahara also in micro-credit.

Evaluation

l    Social Audit by Gram Sabhas ensures self-targeting of beneficiaries

l    Continuous surveillance, complaints of non-payment or wrong payments examined by a committee comprising SDO, Social workers and Panchayat Representatives

 

Government guidelines are that no eligible person be denied security and no ineligible takes advantage
