Theme

Preparing the youth of Chhattisgarh for the challenges of a knowledge-society –

 

·         A step towards building a computer literate Chhattisgarh

 


Objectives

To provide Computer Education and access, to Information Technology for Girl Students.

Creating a healthy environment for e-governance.

Opening up possibility of distance learning and networking.

Empowerment of Girl students and make Chhattishgarh a High-Tech State.

Preparing the youth for computer aided learning.

CSSY

1.     CSSY is mainly for Girls Students.

2.     It Covers Classes IX, X, XI and XII.

3.     Started in Coeducational/Girl's High Schools & Hr. Sec. Schools managed by Directorate of Public Instructions/ Tribal Welfare Department.

4.     Largest IT education scheme for girls at the secondary level in India.

5.     From the academic session 2005-06, CSSY is a free Computer Education for all girls' students in rural areas and SC/ST and girls from BPL family in urban areas. The boys can get the education by paying Rs 69.40 &74.00 fee respectively fixed for Raipur, Bilaspur&Sarguja, and Baster.  

6.     Impart professional Computer education to students of Class IX to XII for each class as per the syllabus – spread over up to 10 months in an academic year. In addition to computer education, multimedia based Computer Aided education would be made available covering 4 subjects viz. English, science, Mathematics and Social Science for Class IX to XII subject to availability of Computer Laboratory / time per school.

7.     Provide a minimum of one full time instructor at each school where the number of student is less than 200. For every additional 200 students one additional instructor (1 Instructor: 200 students) will be provided.

8.     Each school is equipped with following: -

·          Multimedia Pentium computers – on a 1:50 ratio.

·          Dot Matrix Printer – 01

·          500 VA line interactive UPS

·          Computer tables or running table, chairs and printer table.

·          Instructor table and instructors chairs

·          Ceiling fans and Tube lights, Exhaust fan and sub meter

·          Licensed software.

Implementation

A Monitoring committee at District level under the influence of District Education Officer will monitor the implementation of program through out the session and will communicate the progress report to the Head Of Department.

? Total Outlay 2005-06 =       725 Lakhs

? Total Outlay 2006-07 =       725 Lakhs

Funding

Chhattisgarh Soochna Shakti Yojana is being funded from the State budget

 

?       Current year’s outlay is for an estimated 130,000 girls student.

 

?       It is estimated that with increasing number of students, competition would drive the fee structure down in future.

 

Constraints

Some schools lack rooms and / or electricity for the computers. These resources are being created from other dev. Programmes.

Results:

During the Project the enrolment for girls in the allotted schools have increased by 37 %( Aprox) against.

Physical and Financial Achievements

1.     1189 Coeducational / Girls’ Government High Schools & Higher Secondary Schools out of a total of 1202 such schools covered

2.    Scope of CSSY extended to cover all girls & boys irrespective of class, caste denominations.

MECHANISM FOR IMPLEMENTATION

       Block level coordination committees with representation from Janpad Panchayats, Sub divisional administration, and Private partner meet every month and steer the Scheme.

       School Management Committees comprising parents, teachers and Panchayat representatives oversee the scheme at the school level.

       The Scheme is implemented by the Private Partner, who is selected on the basis of open competitive bidding on specified terms of lowest fee, instructor quality, hardware deployment, licensed software, and performance.

Monitoring & Evaluation

1.     Students tested by instructors as per curriculum

2.      Frequency: week/month/year.

3.       Quality of training further evaluated through project   activities of data base creation through different activities over the period ”

4.       Concurrent internal monitoring & evaluation at the State, District, School levels– through district administration/panchayats/urban local bodies etc.

5.       Mid-term and end-term external evaluations would be undertaken at one-and-a-half year and three year stages.

After a 1 year of milestone, a Digital Art Festival has been organized statewide in the CSSY Schools with a theme of “Ramayan”.This initiative was taken to bring the natural hidden talents to the lime light.
